PHA objects P26k salary for nurses, asks PNoy to veto nursing bill

The Philippine Hospital Association (PHA) has asked President Benigno Aquino III to veto the Comprehensive Nursing Law and review the impact and effect of the provisions regarding the minimum salary of nurses.



The association specifically objects on the provisions of Section 47 of the Senate Bill 2720 which states that the "minimum base pay of nurses working in governmental health institutions shall not be lower than Salary Grade 15 (SG-15)."

In a letter by PHA to the President dated March 15, 2016 and received by Malacanang on March 18, the association stated: "While we have no objection to most provisions of the said proposed law, we would like to inform your Excellency that Sec. 47 thereof, which provides for a base pay upon entry into service, of not less than Salary Grade 15, which at Step 1 amounts to P26,192.00, will have adverse effects to may sectors."

They reiterated their appeal for veto of the bill in another letter signed April 5, 2016, and published in the newspaper Philippine Daily Inquirer on April 8, 2016. They summarized that the salary increase will:

a. increase cost of health care depriving patients from accessing vital hospital services;
b. foment widespread discontent in the hospital workforce due to salary distortions;
c. affect the universal health care program;
d. set back hospital modernization due to the increase in personnel cost;
e. overlap with provisions and intents of RA 6758, RA 7305 and PD 442 as amended, all of which provide salary schemes in public and private workers.

Senate Bill 2720 entitled Comprehensive Nursing Law of 2015
has been approved by Senate on November 2015 and by House of Representatives on February 1, 2016. It only awaits the signature of the President for it to become a law and be implemented.

    We are living people. Private hospital earnings go into the pockets of the board and CEO with obscene bonuses.

    You don't even make nurses permanent. All contractual at 6k salary to ay best 13k. No leave credits, no overtime and proper night differential etc!

    I know St. Lukes only gives 13k to 14k for an ICU nurse. Yet the charge for a patient in ICU is in the hundred thousands to millions for a month. Where did the money go? There will be no salary disparaty/distortion because THEFE IS ALREADY A SALARY DISPARITY ABD DISTORTION with the heartless BOD and CEOs.

  3. Andwhat of the other professionals that also works in the hospital? The residents, junior consultants, med techs, radtechs ect. All of which are also board passers, they would surely want raises too. Ang hirap kasi on some nurses they only think of themselves and not the while picture, most of you just need the experience to move on abroad to greener pastures, why would you bother raising their basic pay? maybe its feasible for large institution who overcharge like st lukes makati med and asian ect. But it would mean the death of smaller private hospitals. Think of the middle class who cant afford of the high end medical services yet wants to give their family to a private health institution.

Sino ba may gusto ng lintk na greener pasture na yan kung sa sariling bansa ay mka pag provide na. take note... sa ospital na npgtrabahuan ko ang nurse 314Php per shift (walang OT!!) pero ang tga kuha ng linen (hindi kinkamay ang pg lalaba) 450 per day. dont tell me 24 hours cla sa hospital???
      Hindi inisip? grbe xa oh... ang snabi lng... ksi pinili nyo yang propesyon na yan. wow ha. pra na rin tinanong ung mga ng su sundalo BAKIT KA KASI NG SUNDALO MAMATAY KA TLAGA...

      You have a very illogical statement. Why raise the basic pay if aalis lng ng bansa? Alam mo nman cguro ang reason bakit umaalis ang nurses sa bansa dba? If magtataas ng basic pay, e d na maghahanap ng greener pasture? Kingina lng eh. Magisip ka. Youre asking how about the other members of the healthcare team? Tell their leaders to fight for a pay increase as well. The nurses are only asking whats due for them. And its people like you and your way of thinking that hinders this to happen

  4. Hindi masyado pinag-isipan yung batas. Masyadong selfish and greedy. The authors should have pushed for a more acceptable and realistic basic salary. 26k?! Kagaya nga ng sinabi ng PHA sa letter, lahat need mag increase ng sweldo nyan. In effect, tataas ang cost ng health care! Kawawa tayo niyan. Ang pinoy pa naman ay hindi nag i-invest or save para sa health care. Sa hospital ako nagwo-work at madami ako friends na nurses. Sobrang kawawa talaga sila, kaya kailangan talaga na ayusin ang kanilang career dito sa Pinas. Pero this is too much! Madami kawawa dito. And please, huwag niyo i-argument yung mga mamahaling hospital. Ang mga may-ari niyan ay parang mga doctor din na pare-parehong greedy. Dito sa probinsya, doctor lang ang mahal. Kapag tumaas ang cost ng operation ng hospital, tataas din ang bayarin ng pasyente. Ang PhilHealth ay maliit lamang ang naitutulong sa hospital bill, tas wala pang naitutulong para sa PF ng mga doctor.

  5. why do they have to halt the progress of this law? specifically section 47?! this is why the law was made because of the salary increase! it is the very heart of the law! if they say it will distort their finances, come'on! u know well! u receive millions of pesos every month, why is it hard for u to spare a little for the nurses?! do u think u will be earning billions without NURSES AS FRONTLINERS in your businessess?! if u say, business is business---then might as well we say----build a hospital WITHOUT NURSES!! u think u can afford the doctors PF? yes u can but it will drain ur pockets! -----u may ask the president in another way around like:
    your excellency, we dont have any objections to all provisions except sec.47---do u think the salary base is too much? can we lower it down to 18k more or less?-----u see, u can help the president decide for the welfare of all the nurses sacrificing too much by simply lowering the basic salary to make it more realistic BUT WHAT U DID WAS ASKING HIM TO VETO INSTEAD!

Super crab mentality...andaming nurses ang hnd pa nkakapag-settle kahit gus2 na magka-family dahl sa salary na nakkuha...milyones po ang kinikita ng ospital,.nurses are one of the vital components of every hospital.without them walang saysay ang ospital.they dont know how hard our work is..karamihan contractual walang philhealth..hnd q cla maintindihan..nkakaawa ang nurses.
