PRC-BON: Hospitals must pay for nurses in-service trainings

Professional Regulation Commission Board of Nursing has issued a resolution which sets the guidelines on the conduct of in-service trainings for nurses in government and private institutions.



The regulatory board issued resolution no. 31 series of 2015, which states that nurses working in a hospital or other healthcare facilities must not pay for the training.

Employers should instead shoulder the expenses, as the in-service trainings are essential in enhancing and upgrading their clinical competencies.

In the issued guidelines, PRC-BON defined that the term "'In-Service' shall refer to any activity while the nurse is working or rendering service in any hospital or healthcare institution , regardless of the nature of their employment, that requires the exercise of nursing practice, service and education."

"'In-Service Training Program' shall refer to any program offered by hospitals or healthcare institutions at no cost to its employed nurses to enhance and upgrade their clinical competencies, and to address the needs of the hospital or healthcare institution for efficient, effective and responsive delivery of healthcare services."

PRC BON added that "In-Service Training shall not be required as precondition for employment."

The resolution also calls for the creation of In-Service Training Committee which will regulate and monitor these programs.

  1. This is useless. What happens is that the hospital will no longer have any training. They will force nurses to train outside out of their own pockets.

    And it's happening. It happened to me and my colleagues. We were forced to have ANSAP IV training. Hospital did not have it in the hospital, so they issued a memo, if a nurse is not IV trained he/she will not be renewed (every 3 months contract) and cannot go on duty. Since there's no in-hospital training, we had to go outside and look for a training center.

    It costed us money for the training, 3 days without salary and 3 days expenses for travel, food and accommodations...

    It should be that hospitals TRAIN their nurses for free whether outside/inside. At least for the basic licences that they require which are BLS/ACLS and IV training.
