FULL TEXT: Comprehensive Nursing Law of 2015

Senate Bill 2720 otherwise known as Comprehensive Nursing Law of 2015 has passed the third and final reading at the upper chamber of Congress on Monday. Check its full text below.



The Comprehensive Nursing Law of 2015, which will repeal Republic Act 9173 or the Philippine Nursing Act of 2002 once enacted, intends to upgrade the country's nursing profession and address unemployment and misemployment of Filipino nurses.

Senator Antonio Trillanes IV, chairman of the Committee on Civil Service and Government Reorganization, sponsored the bill which will "expand the scope of nursing practice to encompass not only the nursing education service but also research, and leadership and governance, as inherent areas of the practice."

One of the main provisions in the bill is the setting of the minimum base pay of Filipino nurses to Salary Grade 15 or P24,887 for public and private health institutions (Article VII Section 47).

It also requires passing a National Nursing Admission Test or NNAT before admission to any Basic Program for Nursing Education (Article V Section 35).





In Article IX Section 52, the bill provides that the ratio of staff nurse to patient in general nursing service or general ward of a hospital shall be set to at least 1:12 to effect the quality nursing care. Also, there shall be nurse in every school, barangay and industrial establishments.

  1. Eh papaano kung hindi sumunud ang hospital. Wala namang sanction. Walang pag asa tong bill na to!
