Saipan Nurse Licensure Application via NCLEX

The Saipan Board of Nursing, also known as Commonwealth Board of Nurse Examiners, accepts application for Nurse Licensure via NCLEX from foreign nurses.

NCLEX application in Saipan (or Northern Marianas) is one of the easiest to process for it doesn't require criminal background check through fingerprinting, credential evaluation report from CGFNS of other agencies, and nurses without local license (PRC) can even apply.

Application Forms and Fees

You may download and print the following forms from Saipan website nmicbne.com:

Application fee for Saipan is at $110, payable to CBNE or Commonwealth Board of Nurse Examiners using US cashiers Checks, US Money Orders, and US bank drafts. Cash payment is not accepted.



NCLEX Application Steps

You will submit 3 separate mails to Saipan, as follows:

First Mail: Application

Fill up the Application Form completely. If you don't have US Social Security Number, just put Not Applicable (N/A). Enclosed two 2x2 photos signed in the bottom front, one of it attached in the bottom left portion of the application form. Have it notarized. Include also your Birth Certificate, (and Marriage Certificate if name changed due to marriage), and payment of $110 in US check, money order or bank draft. Send all of this to:

Second Mail: Nursing Education

Fill in your information in the upper part of Certification of RLE form. Bring it to your Nursing school and have them complete the Breakdown of Clinical Nursing Experience section. Request that they attach your Transcript of Records and Related Learning Experience Summary, enclose all of it in a signed/sealed school envelope and mail it to Saipan Board of Nursing. If they returned it to you, you must send it to Saipan separate from the application.




Third Mail: High School Transcript

Request for official transcript of record from your High School (Form 137 in PH) to be forwarded directly to Saipan BON. Transcript must have school’s seal or authentication stamp(s) affixed. If the school gives it to you, you must also mail it separately.

If you are from the Philippines, you may utilize the Philpost Express Mail Service (EMS) in sending your documents as it is more affordable than international couriers like FEDEX, LBC, etc.

Saipan Board of Nursing will mail the NCLEX Candidate Bulletin to you once you have been approved to take the test. The waiting period varies depending on the volume of applicants, and it may range from 1-5 months. Once you are approved, that's the time you register with Pearsonvue ($200) for Authorization to Test (ATT) and schedule your NCLEX ($150 if taking outside US).   1. Hi . Does anyone here knows how long it would take for saipan bon to give the eligibility to the candidate once all requirements have already been sent? I sent mine last March 25 . Until today I havent heard back from them. I called them but only reached their voice message stating that no one is available and I cant leave a message.I also tried to email them but there was never a response. Please kindly provide average turn around times. Thank you in advance!

    1. Hi! I can also relate to that dilemma.I'll share you my story. It took about 2-3 months after submission of all required documents to Saipan BON before their feedback. Ms. Fleming e-mailed me and she said that I should submit a work verification because it's been 5 years after my graduation from college. So I submitted it it through e-mail and again it took 2 months before she replied to my e-mail (again after 2 months). The sad thing is that the approval letter (dated 12/29/14), according to her was sent through the courier service but I did not receive it. It was just attached to the e-mail when she replied to me (after several follow-ups) on 03/30/15. I already registered to Pearson Vue on 07/06/15 and I'm still waiting for the ATT. I called the Pearson Vue customer service and they informed me that I should contact Saipan BON. I would like to schedule my exam but I still can't because of the eligibility issue. I tried sending follow up e-mails but they keep on bouncing back. I also called the phone number but no one is available and I can't leave a message. And then I tried sending my follow-up through fax, but there was a transmission error. Gosh, how can we reach them if by all means, we can't?

    6. Im also having issues about theier contact us website and email add. Theres "smtp error" which is a tech issue with our email provider. And calling is hassle.. Long waiting.. Hundreds of pesos is counting but no answer.. So u til now.. Im left hanging

  5. I was supposed to take my NCLEX last June 24, 2016 but I don't have my passport yet to be presented on the day of exam as an identification. So the best thing I can do is to resched my exam. 2 days before my exam, I tried to resched it but the contact number given in the PearsonVue's site is always unavailable. So I find another way to get in touch with them thru their live chat but my request for rescheduling was denied by their agent given the fact that I have more than 24 hours prior to my exam. So I tried and tried to call them but still unavailable. In short, I missed to take my exam. What should I do to have my exam? I am going to send the requirements all over again to Saipan? Thanks for the help.

    1. AS FOR MY UNDERSTANDING, YOU DON'T HAVE TO SEND AGAIN ALL THE REQUIREMENTS HERE IN SAIPAN. WHAT YOU CAN DO IS TO PAY AGAIN THE $200 ONLINE AND SCHEDULE YOUR EXAM. THIS TIME MAKE SURE THAT YOU CAN MAKE IT TO YOUR SAID SCHEDULE.GOOD LUCK!!!

I have completed Bachelor's degree in nursing in the year of 2011 from India, and I have 1year of nursing experience, I would like to know is there any additional documents I need to submit rather than regular forms such as; Application form, RLE form, Examination Fees, True copy of Birth certificate, College transcript and high school transcript? I have one more doubt regarding High school transcript do I need to send the transcript of 10th or 12th? in India 8-10th considered as High school and 12th grade is considered as Higher secondary school.   12. I am currently applying for my visa screen certificate. Part of the requirement is a license validation from Northern Marianas Board of Nursing as I was first licensed there. I have not renewed my license in Saipan as i have endorsed already to New York. My NY license is current. Do you think Saipan will issue validation or do I still need to renew again for them to issue validation of my license? Do you have any idea how long will it take for saipan to mail validation to cgfns? It is the only requirement left that has not been received by cgfns.
